The first formal meeting of the Standing Committee of the National Council–JCM with the 8th Central Pay Commission took place on April 28, 2026 at Chandralok Building, New Delhi (chaired by Justice Ranjana Prakash Desai). Key highlights:

The 8th CPC is conducting a two-day visit to Pune, Maharashtra on May 4–5, 2026 to interact with central government organisations, unions, and associations in the region. This follows the earlier Delhi interactions (April 28–30) and the Dehradun visit (April 24).

Organisations seeking an appointment for the Pune visit were required to submit their memorandum by April 20, 2026, and email their unique memo ID to Director Anand Kumar Jha. Further visits to Mumbai and other states are planned subsequently.

The NC-JCM Staff Side led by Secretary (Staff Side) Shiva Gopal Mishra presented its unified memorandum on April 28. On the same day, the NC-JCM requested both an extension of the memoranda deadline to May 31 and a separate meeting schedule for constituent organisations to address departmental issues.

The Union Cabinet approved a 2 percentage-point increase in Dearness Allowance (DA), raising the rate from 58% to 60% of Basic Pay, effective January 1, 2026. The Department of Expenditure issued the formal Office Memorandum on April 22, 2026.

  • Beneficiaries: ~50.46 lakh serving employees and ~68.27 lakh pensioners
  • Exchequer impact: ₹6,791.24 crore per annum
  • Arrears: Three months (January–March 2026) to be credited with the April 2026 salary

Expert analysis on whether the 8th CPC will adopt the Dr. Wallace Aykroyd formula — the need-based minimum wage calculation methodology endorsed by the 15th Indian Labour Conference (ILC) and upheld by the Supreme Court.
