If you live in a Central Government-allotted flat, the GPRA licence fee hike 2026 will show up in your next salary slip. The Ministry of Housing and Urban Affairs (MoHUA), Directorate of Estates, issued an Office Memorandum (OM) on 17 July 2026 revising the flat rates of licence fee for General Pool Residential Accommodation (GPRA) across the country. The new rates apply from 1 July 2026 and cover everyone allotted a General Pool or Departmental Pool quarter, except Ministry of Defence’s substandard/unclassified housing, Defence service personnel accommodation, and Railways-controlled housing. Here’s what changed, and what it means for your monthly deduction.

Who Does This Apply To?

The GPRA licence fee hike 2026 applies to allottees of residential accommodation in the General Pool and in Departmental Pools of all Central Government Ministries and Departments, anywhere in the country. Three categories are explicitly excluded from this OM:

  • Substandard/unclassified accommodation under the Ministry of Defence
  • Accommodation for Defence service personnel
  • Accommodation under the control of the Ministry of Railways

If you fall into one of these three categories, your licence fee will continue to be governed by rules specific to your ministry, not this OM.

GPRA Licence Fee – Explained Simply

Every Central Government employee allotted a government flat pays a monthly “licence fee” — essentially your rent — which is deducted directly from your salary. This isn’t calculated freshly each time; instead, MoHUA fixes a flat rate for each accommodation Type (I to VIII, based on floor area), and periodically revises it under Rule 74 of the CCS GPRA Rules 2017.

This July 2026 revision raises those flat rates across the board — from Type I (smallest, up to 30 sq. mtr.) right through to Type VIII (largest, up to 522 sq. mtr.). The increase applies uniformly to the General Pool as well as ministry-specific Departmental Pools, so it doesn’t matter which department manages your allotment — if it’s a GPRA-type quarter, the new rate applies.

Real-World Examples

Example 1: An employee allotted a Type III flat (44 to 65 sq. mtr.) will now see ₹740 deducted per month as licence fee, instead of the earlier rate — a straightforward monthly increase reflected from the July 2026 payroll cycle onward.

Example 2: An officer in a Type VIA flat (up to 159.5 sq. mtr.) who also has an independently allotted garage will now pay ₹2,430 for the flat plus ₹70 for the garage separately — the two are billed under different line items, not combined into one flat rate.

How the Revised Rate Will Be Applied

  1. Your department’s estate/administration wing identifies your GPRA Type from your allotment letter.
  2. The revised rate from the table above is picked for that Type.
  3. The new licence fee is recovered from your salary starting the July 2026 pay cycle (since the order is effective retrospectively from 01 July 2026).
  4. Any shortfall for July, if your July salary was processed before this OM, will typically be adjusted in a subsequent month — check with your DDO (Drawing and Disbursing Officer) for department-specific timelines.

⚠️ Important Points to Remember

  • The revised rates are effective from 1 July 2026, not from the OM’s issue date of 17 July 2026 — so recovery may include a short backdated adjustment.
  • Rates are rounded to the nearest ₹10 for each Type.
  • Servant quarters and garages are billed separately from the main flat, only when allotted independently.
  • Ministry of Defence (unclassified/service personnel housing) and Ministry of Railways accommodation are not covered by this OM.
  • The order was issued with the concurrence of MoHUA’s Integrated Finance Wing, following its note dated 07 July 2026.
  • Always confirm your exact accommodation Type with your estate office — misreading your Type is the most common billing error.

Frequently Asked Questions

1. From when is the revised GPRA licence fee applicable?

The revised rates are applicable from 1 July 2026, even though the Office Memorandum was issued on 17 July 2026.

2. How do I know my GPRA accommodation Type?

Your accommodation Type (I to VIII) is mentioned on your original allotment letter issued by the Directorate of Estates or your department’s estate office.

3. Is the licence fee for servant quarters included in my flat’s rate?

No. If a servant quarter is allotted independently of your regular accommodation, it is charged separately at ₹100 per month, not bundled into your flat’s licence fee.

4. Does this revision apply to Railway or Defence quarters?

No. Accommodation under the Ministry of Railways, and substandard/unclassified accommodation plus service personnel housing under the Ministry of Defence, are excluded from this OM.

5. Will hostel accommodation charges also increase?

Yes. Government hostel suites (single room with/without kitchen, and double rooms) also have revised flat rates effective 01 July 2026, ranging from ₹620 to ₹1,200 per month.

6. Under which rule has the fee been revised?

The revision has been made under Rule 74 of the Central Government General Pool Residential Accommodation Rules 2017.

7. Will my July salary already reflect the new rate?

This depends on when your department processes payroll relative to the OM’s issue date. If your July salary was already processed with the old rate, expect a backdated adjustment in a following month — check with your DDO.

Summing Up…

The GPRA licence fee hike 2026 might sound like routine paperwork, but it directly affects the take-home salary of lakhs of Central Government employees living in government accommodation. Knowing your accommodation Type and the correct revised rate means you can double-check your payslip instead of being caught off guard.
